Chibuzo is a lawyer, APMG Public-Private Partnerships Practitioner, a Public Procurement Specialist, Litigation & Court Room Advocate, Development Specialist, Certified Debt Management Office Public Finance Management Consultant and an Insolvency Practitioner. He has over three (3) decades legal experience spanning commercial, private and public law.

He is the Managing Partner at A&E Law Partnership a firm that services a vast pool of local and international clients in the Oil & Gas, Banking, Marine, Audit, Financial Services, International Finance Corporations, Public Sector and Governments. He leads the Public-Private Partnership, Public Finance Law & Practice, Investment and Development Law Sections where he has implemented several ground breaking assignments including Federal Government of Nigeria’s Highway Development & Management Initiative Road Concessions, Enyimba Economic City Project Development and Nigeria’s River Basin Commercialization Project. He played a notable role in the enactment of many important reform bills and legislations in Nigeria including the Public Procurement Act 2007, Fiscal Responsibility Act, Pension Reform Act amongst others at the Federal level and in over 26 states of the Federation.

He currently serves as Chairman of the Board of Public & Private Development Centre Limited, a Non-Profit Organization he founded in 2002, dedicated to improving citizens participation in governance in a way that improves the integrity of public governance processes at all levels. Prior to this, he was Principal Partner at C.C. Ekwekwuo & Co. Chibuzo holds a Bachelors of Law (LL.B) degree from Imo State University, Post Graduate Certificate in Corruption Studies from University of Hong-Kong, Masters of Science Degree in Public Procurement Management for Sustainable Development from Turin University, Italy. He is a Certified Public-Private Procurement Practitioner by APMG and the Institute of Public Private Partnership (IP3) Arlington Virginia, USA and Water Engineering & Development Centre of Loughborough University, London, United Kingdom.

He is a member of the Nigerian Bar Association, Pan African Lawyers Union, Institute of Chartered Secretaries of Nigeria (ISCAN), International Bar Association, International Fellowship of Ashoka Fellows Worldwide and Business Recovery & Insolvency Practitioners Association of Nigeria.
